The neutron has a formal 0 charge. The charge of a neuron is variable. Assuming the most interesting part of the neuron is the axon along which electrical information is passed, the resting potential is -70mV. When excited, the potential is released, tends to go to zero, but overshoots and becomes positive to the tune of between 40 and 60 mV depending on how one qualifies it. Altaira
